Illegal incubators raise risk of bird flu
outbreak in Vietnam
Incubators are being used to hatch duck eggs in three northern provinces
putting Vietnam at risk of a return of bird flu.
The hatching of duck eggs is banned by Government regulation until next
February.
But officials report that hundreds of incubators are being used by
farmers in Ha Tay, Hung Yen and Bac Giang provinces to reap their owners
a handsome profit.
In using the incubators, the farmers are ignoring an Agriculture and
Rural Development Ministry warning that the deadly HN51 virus is still
prevalent in migratory birds and ducks.
Veterinary workers had been instructed to monitor the incubators around
the clock and severely punish those who break the prohibition, said
Animal Health Department deputy director Hoang Van Nam.
Tho Vinh Commune's People's Committee deputy chairman Nguyen Van Ngoc
said Hung Yen Province's duck flock numbered 60,000 and farmers were
increasing production to recover losses suffered during the last
bird-flu outbreak.
But incubators provided the fattest profit.
Farmer Nguyen Van Sau said that his four incubators were designed to
hatch 9,000 eggs and he could regularly reap from VND100,000 to
VND200,000 a day from their sale.
He had inherited the work from his family and although he knew it was
illegal to hatch duck eggs, he had no other occupation.
The farmer said he sold an average of 32,000-35,000 ducklings each month
locally and in neighbouring provinces.
Agricultural officials in Kim Dong District said incubators in Nghia
Dan, Pham Ngu Lao and Hung An communes were working to capacity.
Incubators in the Dai Xuyen and Phu Xuyen Districts of Ha Tay Province,
neighbouring Hanoi, are also busy.
Hundreds of incubators along about 2km of road in Phu Yen Commune, Phu
Xuyen District, are reported to be supplying thousands of ducklings to
local markets.
Their owners had never stopped doing business despite the prohibition
and regular monitoring by veterinary officers, a villager admitted.
Demand for Ha Tay duck is so high that the province's Agricultural and
Rural Development Department report that Phu Yen Commune farmers sold
all their thousands of ducklings to traders from central Ha Tinh and
Nghe An provinces early this week.
Some had now decided to increase production.
Phu Yen Commune incubator-owner Tran Van Nam argued that hatching the
ducks was safe because the flock had been vaccinated and incubators
sprayed with disinfectant.
But examination by local officials revealed that most Hung Yen and Ha
Tay provinces' farmers do not know the origin of eggs they buy and many
incubators have not been sprayed.
A Hung Yen Province agricultural official said a shortage of veterinary
workers was allowing the incubators to exist.

Vietnam Launches Campaign To Clean Up Poultry Farms
HANOI (AP)--Vietnam has launched a month-long campaign to clean and
disinfect poultry farms nationwide in a bid to prevent more outbreaks of
bird flu, an official said Wednesday.
Under the campaign, which took effect at the beginning of the month,
poultry farms in the country's 64 provinces and their surrounding areas
will be disinfected, said Hoang Van Nam, deputy director of the
Department of Animal Health under the Agriculture Ministry.
"The campaign aims at eliminating the virus still existing in the
environment and preventing the reemergence of the bird flu outbreaks,"
he said.
Officials have warned that Vietnam still faces risks of flare-ups even
though no outbreaks among poultry have been reported in nearly three
months. No human cases have been logged since Nov. 14.
Vietnam's poultry industry has been among the hardest hit since bird flu
re-emerged in the region in late 2003, and the country has logged the
majority of the 95 human deaths caused by the disease.
Bird flu has killed or forced the slaughter of more than 100 million
birds since 2003. Most human deaths have been traced to contact with
infected birds.
The country's leadership has repeatedly warned of the need to be
vigilant as Vietnam undertook a series of measures to curtail the spread
of the disease, including mass vaccinations of its poultry stock.
